There is no Notify feature in Subversion. When I Google it, all I get
on first three pages is some Perl module for sending emails from
post-commit hook. So not sure how this would relate to Subclipse. If
you want to know about incoming changes, you should use the
Synchronize view. You typically set it up so that all of your SVN
projects refresh on some interval like 30/60 mins. This lets you see
and diff all incoming changes.

Are you talking about locks or something? SVN does not really offer
any way for a client to discover someone else's locks. Unless you are
developing with binary files or something like XML I'd say do not use
locks and let Subversion do it's thing the way it was meant to.
