IMHO a compromise would be acceptable. I.e.: suppose you have two phisically
nested project:
- outer project
  - nested project
Suppose they are "mounted" in Eclipse as two separate (non-nested) projects and
that the outer project as a resource filter that hides the nested project
folder from itself. Then, if you delete a file within the nested project, I
would expect to see the outgoing change only within the nested project,
although an external svn client would "see" the outgoing change at the outer
project level too (because of the nesting).

On the other hand, if I delete a file that is hidden in outer project and *is
not* in the nested project subfolder (so, it is not visible at all in the
workspace), I think it would be acceptable (if not even desirable) to see the
outgoing change in the outer project.

This would even become desirable in the following case: suppose you have the
above structure and you remove the nested project from the workspace, deleting
files on disk. In this case, I would like to have an outgoing change for the
outer project that says that the nested project folder has been deleted, even
if that folder is hidden by the resource filter.

Actually, Subversive works more or less like that, I don't know if on purpose
or accidentally :-)
