I do not recall any feature where Subclipse automatically adds any files to version control. When you create a
new file you should see a ? and you should have to manually add it to version control.

If you are not seeing the ? you might review your ignore settings. There are so many different ways in Eclipse
that a file is ignored. There are the obvious svn:ignore settings but then there is also an ignore list in Eclipse
Team preferences AND in Eclipse any resource that is marked as derived is automatically ignored. You can
see this flag for a file on the Resource properties page. So right-click on file and look at the Resource page.
If Derived is checked it will be ignored and not show as an unversioned file.

I have a system composed of 3 maven modules in Eclipse: POM, JAR and WAR. The
projects are checked-out from the SVN server.

If I create a new file (any extension) in the POM or JAR module the file is
added to version control, an asterisk icon is displayed over the file and all is
fine.

However, in the WAR project, if I create a new file for some reason it is not
added to version control (the icon stays the same. I noticed that the new file
icon is initially displayed with a question mark "?" over it, suggesting it is
added to version control, but very quickly it changes to the plain icon. As a
workaround we need to add all new files manually to version control.

Why is it happening? How can I debug and help find what is the problem?

Additional information:

Both Eclipse Mars.2 and Neon present the same problem
Using latest version of Subclipse (1.10.13) with SVN Kit interface (tried
with 1.12 as well)
All developers have the same problem
JAR Maven projects do not present the problem, only WAR type
Changes to versioned files are working ok, only new files present the problem
Already tried new installation, didn't work
Checked Eclipse logs and there is nothing suggesting the cause
